    CONFLICT OF INTEREST INFORMATION

     

    Effective January 1, 2006, Chapter 176 of the Texas Government Code, requires that any person, agent of a person or employee of an entity acting in the employee’s official capacity (hereafter referred to as vendors) who contracts or seeks to contract for the sale or purchase of property, goods or services with a local government (Dublin ISD) are required to file a Conflict of Interest Questionnaire with the district. Each covered person or entity that seeks to contract, or contracts with, Dublin ISD is responsible for complying with any applicable disclosure requirements. The completed questionnaires shall be posted on the district’s website.

     

    The Conflict of Interest Questionnaire (Form CIQ) must be filed in accordance with LGC 176: (portions of which are quoted below)

     

                Not later than the seventh business day after the date that the Vendor begins contract discussions or negotiations with Dublin ISD or submits to Dublin ISD an application, response to a request for proposals, or bids, correspondence, or other writing related to a potential agreement with the local entity.

     

                The Vendor shall also file an updated questionnaire not later than September 1 of each year in which a covered transaction is pending, and the seventh business day after the date of an event that would make a statement in the questionnaire incomplete or inaccurate.

     

                Note: A vendor is not required to file an updated completed questionnaire in a year if the person has filed a questionnaire on or after June 1, but before September 1, of that year.

    The Local Government Officer Conflicts Disclosure Statement (Form CIS) must be filed in accordance with LGC 176:

     

    On January 1, 2006, new conflict of interest disclosure laws took effect. The law, House Bill 914 requires local government officers including trustees and superintendents to file forms to disclose (1) certain gifts from vendors or potential vendors; or (2) certain family employment or

    business relationships with vendors. The law is codified as Texas Local Government Code 176.
